Call to order. Richard Sonnenfeld called the meeting to order at 4:03pm with a call for a motion to approve the minutes of the last meeting. 2a. Approval of the minutes of March 5th, 2013 A motion to approve the minutes was made by Brian Borchers, and seconded by Anwar Hossain. The minutes were approved unanimously, with one abstention from voting by Mike Hargather. 2b. Approval of the Agenda 3. Announcements. Please try to hold announcements to 3 minutes, or make a prior arrangement with Senate Chair. Peter Gerity- The Governors signature on the budget and a tuition increase may allow for a 2% to faculty salaries. Discussion was held on whether a tuition increase benefits students and what previous student bodies have done in support of faculty raises. Further Discussion on formula funding and inclusions to the formula were held. Mary Dezember- SRS Student Research Symposium is Friday, beginning at 9am. 3 panel sections and 4 panels sections in the afternoon, two sections of posters. Jeannie Allen, from NASA is the keynote speaker. Reviewer or research advisor on program get a ticket for lunch and the keynote. First 300 to register get ticket. Registration begins at 8:30 am. Still need reviewers. When students register at the symposium they vote on the faculty member that encouraged them the most to participate. The most voted faculty member gets to choose their preferred classroom and time for the fall. Lillian Armijo- Introduce new Career Services Coordinator- Catherine Fleming Barbara Bonnekessen- Faculty Satisfaction Survey Pending IRB approval this year the survey is shorter than the 2011 version. Two policies emerged from the results of the last survey. This year it contains two personal questions; regarding whether you took the last survey and a question regarding which discipline are you in. Not on survey monkey this time. Womens resource center has produced Safe Space training. LGBT students and any other student who needs a place to feel safe and to seek assistance regarding issues they are facing. Only those who have gone through the training can call their office a safe space. The first training tomorrow, April 3rd at 3pm in Fitch 106-107. The ASK sorority: This weekend, April 5th and 6th at 7:30pm and April 7th at 2:00pm are the performances of the Vagina Monologues. Fred Phillips- Report from Regents' Meeting March 28th Summarizing the Presidents report from the March Regents Meeting, Fred Phillips reported on enrollment and recapped the legislative session, which had 80 bills regarding Higher Ed introduced, many of them were killed on the floor in committee. Formula funding has not been finished yet as there are still risk factors in the formula, which may work against retention efforts. Capital money was secured during the session including $6 million for the Bureau building and $125,000 for replacing parking. $200,000 was secured for MRO, and $100,000 for GRC. A Joint venture with the two other state research universities was presented to bid for the contract to run Sandia laboratories. San Juan College has a joint degree program in oil and gas and a discussion will be in progress this month with them to discuss the details. Finally, the $1.5 million renovation of Presidents Hall will be moved into the priority position for the next session. Property policy has changed so that items under $5k removed from inventory. Sohaib Soliman- Lottery Scholarship Sohaib Soliman, SA President gave an overview of the efforts he and fellow students made to push the Memorial bill to provide funding for future Lottery Scholarship recipients. A Lottery Scholarship Summit will be held on Saturday, April 27th- with other student governments. Located on the 3rd floor of Fidel, scheduled for a 9:30 am start. 4. Committee Reports. Committee rosters for next year are needed and please decide by May who your chair and/ or pro-tem chair will be and please get back before the next meeting to Richard Sonnenfeld. Honorary Degrees & Awards- Dave Westpfahl General Lester Lyles was nominated by Dr. Lopez for an Honorary Doctorate in Engineering and brought in front of the Faculty Senate by unanimous support from the committee. A Motion was made by the nominating committee for NMT to award General Lyles with an Honorary Doctoral degree in Engineering. Discussion by Dr. Gerity on how he has known General Lyles and his character, integrity and technical accomplishments Discussion by Michelle Creech-Eakman on how he might have a connection to NMT. It was discussed how he could be positive liaison for work dealing with Aerospace as well as in recognition of his technical service to the US Defense efforts through scientific and engineering advances. The motion passed with 42 in favor and 3 abstentions from voting. Old Business. Final finding of adding ɫ Tech to HJR09- Richard Sonnenfeld HJRO8 already included NMT, creating a Regents Nominating Committee this resolution reached the Senate Rules Committee before dying. Discussion was held on adding a Governmental Affairs Committee as part of Faculty Senate. This exists at the other two research schools and could be handled by this body in the future. Discussion was continued about the future of legislations like HJR09 and HJR08. 6. New Business. Bill Stone- two policies, including the Parental leave policy has been sent to Benefits Committee and the Dual Career Hiring Policy was presented to Dr. Lopez and was vetoed. This policy would result in the waiving of the Affirmative Action Policy in cases of Dual Career Hires. Lorie Liebrock- The Graduate Student Association and CGS are hosting on Thursday April 25th a BBQ to show your support of graduate students at Tech. The location will be on the lawn between Brown and Fitch. The differences between Faculty Council and Institute Council were raised for discussion. The history of the two bodies were discussed as well as where staff are represented in governance of the Institute. 7. Adjournment.
